Is online gambling legal in Quebec?

One website has the province's blessing. Loto-Québec's Online gaming page states that lotoquebec.com is the only legal gaming website in Quebec, and it sells casino games, lottery, instant games, sports betting, poker and bingo from that one address, with an 18+ rule attached (checked 15 September 2026). No private operator holds a Quebec licence, because there is no Quebec licence to hold.

The reason sits in federal law. Criminal Code section 207(1)(a) lets the government of a province conduct and manage a lottery scheme in that province, alone or with another province, and that permission is what every provincial gambling corporation is built on. Section 207(4) then takes games run on or through a computer, video device or slot machine out of the lottery schemes that anyone other than a province may run under the same section. Read together, the online casino is the province's to operate and nobody else's to license, which is exactly the position Loto-Québec describes.

The other sites are casinos licensed abroad that accept deposits from Canadian players. We will not tell you that playing at one is legal in Quebec, because nothing in the province's own material says so. What a Kahnawà:ke Gaming Commission licence means

Kahnawake turns up on casino footers more often in Quebec than anywhere else in Canada, and the geography explains why. The Kahnawà:ke Gaming Commission describes itself as the licensing and regulating authority for gaming activity within and from the Mohawk Territory of Kahnawà:ke, which sits just outside Montreal. Its site says it issues five types of licence under its interactive gaming regulations, and it runs a Logo Certification Program: click the Commission's logo where a site displays it and you can confirm that site is properly licensed rather than borrowing the name (checked 15 September 2026).

A Kahnawake licence is a real, checkable licence with a complaints route, which puts it ahead of a site that names no regulator at all. It is also not a Quebec provincial authorisation, and the Commission has never claimed it is. So click the logo, keep the confirmation, and treat an unlinked one as decoration.

What the parties proposed in September 2026

Focus Gaming News reported on 14 September 2026 that the Quebec Liberal Party would hand the Régie des alcools, des courses et des jeux the job of licensing and overseeing every online gambling platform operating in the province, with rules on advertising, addiction prevention and the protection of minors, plus an industry-funded prevention and support body. The Parti Québécois leader backed it. The same article carried the Quebec Online Gaming Coalition's claim that Loto-Québec holds about 17 per cent of the province's online gambling market, citing 2025 Blask research, and that the single-operator model forgoes more than C$300 million a year in potential tax revenue.

Those are campaign proposals and an industry coalition's numbers, reported by a trade outlet during an election. No bill has passed, and the 17 per cent figure comes from a body with an interest in the answer. If a licensing regime does arrive, expect what Ontario got: named operators on a public register and complaints handled inside the province.

Deposits and withdrawals from a Quebec bank account

Interac e-Transfer is the method that matters here. Spininio asks for deposits to be wagered five times before a withdrawal, or it applies an 8% administration fee instead. Are gambling winnings taxed in Quebec?

For a recreational player, no. The exception is the person running gambling as a business.
